Implementing the Global Artificial Intelligence Governance Initiative and Strengthening the Global Governance of Artificial Intelligence

　　At present, the international discussion on artificial intelligence continues to heat up, and three major issues have attracted attention:

　　Will artificial intelligence open Pandora’s Box?As an unprecedented new field of scientific and technological development, artificial intelligence will undoubtedly bring huge dividends to human development and progress, but it may also bring unpredictable risks and complex challenges. Some experts said that artificial intelligence robots may have "autonomous consciousness" within five years. Different from the previous development of science and technology, artificial intelligence may surpass human wisdom and "eat back" human development. How to minimize the possible negative effects of artificial intelligence is a common problem for all countries.

　　Will artificial intelligence aggravate the "development gap"?Artificial intelligence is regarded as the jewel in the crown of human science and technology development. Under the background of the century-old changes and the century-old epidemic, the digital gap between developed and developing countries is deepening. Developing countries may face the dilemma of "digital divide" and "smart divide". In particular, at present, individual countries and some countries draw ideological lines, advocate treating the development of artificial intelligence technology with so-called democratic values, and try to create a new "iron curtain" to deprive other countries of their legitimate development rights, which will undoubtedly aggravate the plight of developing countries. How to make artificial intelligence promote the common development of all countries in the world is the general expectation of the international community, especially the "global south" countries.

　　人工智能全球治理能不能跑赢“看不见的手”？不同于传统前沿科技主要由国家掌握，在人工智能创新方面，私营企业明显处于领先地位，掌握主动和先机。众所周知，资本具有天然逐利性、风险性。企业发展可能“因私忘公”，引发人工智能无序甚至是失序发展。如何推动人工智能全球治理，促进人工智能技术造福人类，是攸关人类命运的时代课题。

　　2023年10月，习近平主席出席第三届“一带一路”国际合作高峰论坛开幕式并发表主旨演讲，亲自宣布中国提出《全球人工智能治理倡议》（下称《倡议》），愿同各国加强交流和对话，共同促进全球人工智能健康有序安全发展。

　　《倡议》秉持共同、综合、合作、可持续的安全观，坚持发展和安全并重的原则，强调通过对话和合作凝聚共识，促进人工智能技术造福于人类，推动构建人类命运共同体。提出坚持“以人为本”理念，坚持“智能向善”宗旨，强调确保人工智能始终朝着有利于人类文明进步的方向发展。

　　The "Initiative" emphasizes national sovereignty and adheres to the principles of mutual respect, equality and mutual benefit, pointing out that all countries, regardless of size, strength and social system, have the right to develop and utilize artificial intelligence on an equal footing. We are opposed to drawing ideological lines or building exclusive groups, creating barriers to development by using technological monopoly and unilateral measures, and manipulating public opinion by using the advantages of artificial intelligence technology to endanger the sovereignty of other countries.

　　The "Initiative" adheres to the concept of co-construction, co-construction and sharing, and proposes to build an open, fair and effective governance mechanism to jointly promote artificial intelligence governance. It is proposed to enhance the representation and voice of developing countries in the global governance of artificial intelligence, and support the discussion and establishment of an international artificial intelligence governance institution under the framework of the United Nations. The "Initiative" also puts forward specific principles or suggestions on personal privacy and data protection, data acquisition, algorithm design, technology development, risk level testing and evaluation, and ethical standards.

　　Artificial intelligence is a common topic that concerns the fate of all mankind and is faced by all countries in the world. Facing the expectations of the international community, China has put forward the China Plan in a responsible manner, based on China’s practice and China’s experience. China is willing to work with the international community to uphold the concept of joint construction and sharing, and jointly promote the global governance of artificial intelligence, so that artificial intelligence can better empower the development of the world and countries and promote the building of a community of human destiny.
